The Beginning

PROVINCIAL ELECTRIC COOPERATIVE TEAM PECT – 1970 –“72 Presidential Memorandum Order No. 395 dated September, 1970 mandated the organization of Provincial Electric Cooperative Team (PECT) "to promote and assist in the organization of electric coop- eratives by the people themselves."

Sorsogon PECT members designated by then Gov. Augusto G. Ortiz were Valerio C. Gamis representing PACD; Jose Tubianosa for CAO, Jose G. Ortiz - BPH, Guillermo Correa, Mayor's League, Pedro Jumamil - Governors office and Teodoro Rabuy, BPS. The District Electrification Committee (DEC)

The District Electrification Committee, DEC for short, composed of eight sectoral representatives of the municipality.

DECs were organized by the Provincial Electric Cooperative Team (PECT) with NEA representatives in the person of Atty. Aristotedes Sebastian and Efren Ella, through a sectoral assemblies in coordination with municipal mayors.

Immediately after the members of each DEC were choosen, they were made to elect from among themselves their officers and the following elected chair-men automatically became the members of the ad interim board of direc-tors: Admirado G. Luzuriaga of Bulan; Mayorico F. Gallanosa, Matnog; Rev Fr. Salvador R. Albuero, Sta. Magdalena; Valerio C. Gamis, Irosin; Jose G. Ortiz, Bulusan; Jose E. Torella, Barcelona; Sindulfo R. Realo, Juban and Macario C. Demate of Casiguran.

While the original DEC members were elected from sectoral assemblies, the succeeding ones were appointed by the Board of Directors on recommendation by the director of each municipal district. As a support group of the directors, the tenure of office of DEC member is co-terminus with that of their respective board members.

Later in 1982, a NEA memorandum enjoined electric cooperatives to include representative from the Media as the 9th sector.

The first DEC live-in seminar workshop was held last April 28-29, 1973 at the Bulan South Central School, Bulan, Sorsogon conducted by the National Electrification Administration.

MILESTONE (1973)

• January 17, 1973

Sorsogon Electric Cooperative By-Laws and Articles of Incorporation was adopted in a ceremonies held at the Holy Spirit Academy, Irosin, Sorsogon in the presence of then NEA Deputy Administrator Eliseo Tirona and Provincial and Municipal officials headed by Gov. Juan G. Frivaldo.

The municipality of Barcelona was included in the coverage area before the province was divided into two coops.

• February 15, 1973

LOAN AGREEMENT Initial P14.4 MILLION loan agreement was signed between the NEA and SORECO represented by Gen. Ceferino S. Carreon and Engr. Admirado G. Luzuriaga. respectively.

The loan signing ceremonies was held at Bulan White Rest House, Bulane Sorsogon.

• April 28-29, 1973

The first live-in Seminar of District Electrification Committee (DEC) members held at the Bulan South Central School, Bulan, Sorsogon.

SORECO members of the board attended the 6th Cooperative Management Course at Cagayan de Oro City.

• July 28, 1973

SORECO Board elected Medardo G. Futalan as General Manager on its meeting held at the Bulan South Central School Pacifico Pallasegui, manager of the Bulan Electric and Ice Plant was the other aspirant.

• July 30 - Aug. 4, 1973

Board President Luzuriaga and newly installed General Manager Futalan attended the 1st Annual Conference Workshop for Board Presidents and General Managers of Rural Electric Cooperatives at the Development Academy of the Philippines (DAP), Tagaytay City.
